Face moisturizer that won't cause skin flare ups?

The one I get at Trader Joe's is called "Trader Joe's Ultra Hydrating Gel Moisturizer with aloe and green tea extract". Costs about $10, and I can't really tell any difference between it and the Neutrogena. When Costco has the neutrogena on sale, it also costs about $10, but otherwise it runs $20 to $25.

Hi there. My daughter has sensitive dry skin, and the Neutrogena Fragrance Free was recommended by a dermatologist. Worth a shot. Teensy bit goes a long way.
